Adding other documents to the document container besides letter templates

When I add documents such as a file note template to the document container and they are categorised as ‘other’, is there a way to access these documents in every matter like how you can access letter templates under ‘letter/fax’ in an open matter? 

Or do they need to be categorised as a letter to be accessed easily from the letter/fax button.
