If you are a Smokeball Prosper user, then you can customize your dashboard to included matter and leads with no activity.  See this link to our Support Hub for more information.

@Joe I requested a report with the same data a month or two ago and it was not available. At that time @Sara Sultan’s answer was also the only option.

This dashboard widget is a good start but is not fully featured. Unfortunately there is no ability to filter by attorney responsible. A nice feature of the dashboard is that you can specify length of time since there was activity. It would be good however to be able to group the matters such as 1-30 days,30-60 days, 60+ days.
